Meta-owned photo and video platform with 2 billion users. Funded by ad targeting based on cross-platform data collection across Meta's apps.

  • Over 2.2 billion euros in GDPR fines from the Irish Data Protection Commission since 2022
  • 405 million euro fine specifically for mishandling children's personal data on Instagram
  • Cross-platform data sharing across Facebook, WhatsApp, Messenger, and Threads under one policy
  • Meta AI conversations used to personalize ads since December 2025 with no opt-out
  • Data stored primarily on US servers, subject to US surveillance laws
  • AI models trained on 400 million+ European user accounts without meaningful consent

Instagram launched in 2010 as a photo-sharing app. Meta (formerly Facebook) acquired it in 2012 for about 1 billion dollars. It now has over 2 billion monthly users and covers photos, short videos (Reels), disappearing stories, direct messaging, live streaming, and in-app shopping.

You do not pay money for Instagram. You pay with your data.

The app tracks what you view, how long you look at each post, who you interact with, and your physical location. All of that feeds Meta's ad targeting system, which also pulls data from Facebook, WhatsApp, Messenger, and Threads. Since December 2025, your conversations with Meta AI feed into ad personalization too, with no way to turn that off.

Instagram's algorithm controls what shows up in your feed, explore page, and Reels tab. It favors content that keeps you scrolling, because longer sessions mean more ads served. Meta also collects browsing activity outside the app through its tracking pixel embedded on third-party websites.

Worth knowing

Meta has racked up over 2.2 billion euros in GDPR fines from Ireland's Data Protection Commission. The biggest Instagram-specific penalty was 405 million euros for exposing children's personal data. Teen accounts were set to public by default, and children running business accounts had their email addresses and phone numbers visible. In 2023, a separate 1.2 billion euro fine hit Meta for moving European user data to the US without a valid legal basis.

Meta now trains AI models on data from over 400 million European users. The company did not ask for consent. It announced the change and offered a buried objection form. Your data sits primarily in US data centers, with some European facilities in Sweden, Denmark, and Ireland.
